The Head of State

Visits by Heads of State and Government

There are several types of visits: State visits, official visits, working visits and private visits. These visits are labelled as 'incoming' when they take place in Luxembourg, and as 'outgoing', when the Grand Duke is invited by another Head of State to make a visit. These contacts can thus take several forms.

State visits embody the highest level of relations between two countries and usually last two to three days. The visit is intended to strengthen diplomatic, economic and cultural ties. Official or working visits are commonly shorter and less formal than State visits. The programme, protocol and practical arrangements depend on the format of the visit. The planning of incoming State visits takes at least six months.

These visits usually begin and end at Luxembourg airport, where government representatives greet the visiting Head of State. The first official event traditionally involves a welcome ceremony outside the Grand Ducal Palace, during which the foreign Head of State and their spouse are greeted by the Grand Duke and Grand Duchess. Once inside, the visit continues with an exchange of gifts, as well as a private lunch hosted by the Head of State (if the host arrives in the morning). The invited Head of State then grants audiences to the President of the Chamber of Deputies, the Prime Minister and the Minister of Foreign Affairs. They attend a ceremony with their spouse at the Monument of National Solidarity, where they lay a wreath. Together with the Grand Duke and Grand Duchess, the Head of State and their spouse attend a ceremony at the Luxembourg City Hall. The first day ends typically with a State banquet at the Grand Ducal Palace in the evening.

The programme for the following day(s) is agreed upon between the two countries. It may include visits to sites highlighting the culture, the diversity of the regions and the economy. On the second evening, the visiting country usually hosts an event, such as a concert, exhibition or reception. On the last day (often the third day of the visit), a departure ceremony is commonly held in front of the Grand Ducal Palace, before the Head of State of the visiting country leaves.

When the Grand Duke visits another country in the context of a State visit, Ministers and an economic delegation accompany him. As with incoming visits, the programme is set up together between the two countries.
